Une critique de la critique<\/strong><strong>&nbsp;\u00bb<\/strong><\/p>\n\n\n\n<p><strong>Alan S. Kahan,&nbsp;<\/strong><strong>\u00ab&nbsp;Le lib\u00e9ralisme &#8211; une histoire incompl\u00e8te&nbsp;\u00bb<\/strong><\/p>\n\n\n\n<p><strong><\/strong>\u00ab&nbsp;Le lib\u00e9ralisme &#8211; une histoire incompl\u00e8te&nbsp;\u00bb est \u00e0 la fois le titre et l&rsquo;\u00e9tat de mon projet. Ce dernier est un essai en d\u00e9finition et en histoire, qui sort des sentiers battus pour pr\u00e9senter un sujet bien-connu sous une lumi\u00e8re in\u00e9dite. D&rsquo;abord, la d\u00e9finition : le lib\u00e9ralisme est la recherche d&rsquo;une soci\u00e9t\u00e9 o\u00f9 personne n&rsquo;aura peur : le \u00ab&nbsp;<em>Liberalism of Fear<\/em>&nbsp;\u00bb de Montesquieu, Judith Shklar et Bernard Williams. Puis l&rsquo;argumentation historique, bas\u00e9e sur trois piliers&nbsp;: la libert\u00e9, le march\u00e9 et la morale&nbsp;; ou la politique, l&rsquo;\u00e9conomie et la religion\/moralit\u00e9. Enfin l&rsquo;histoire des quatre peurs qui ont chacune taill\u00e9 le moule du lib\u00e9ralisme de leur \u00e9poque et influenc\u00e9 les suivants : la peur des guerres de religion, la peur des r\u00e9volutions\/r\u00e9actions, la peur de la pauvret\u00e9 et la peur du totalitarisme. Enfin, nous sommes maintenant confront\u00e9s \u00e0 une autre peur qui demande un autre lib\u00e9ralisme : la peur du populisme.<\/p>\n\n\n\n<p><strong>Alan S. Kahan<\/strong>&nbsp;a d\u00e9fendu sa th\u00e8se en histoire \u00e0 l&rsquo;University of Chicago en 1987. Sa recherche concerne l&rsquo;histoire des id\u00e9es politiques du dix-neuvi\u00e8me et vingti\u00e8me si\u00e8cle en France, en Europe et aux \u00c9tats-Unis.&nbsp;Il est notamment sp\u00e9cialiste et traducteur de Tocqueville. Quelques-uns de ses livres :&nbsp;<em>Aristocratic Liberalism: The Social and Political Thought of Jacob Burckhardt, John Stuart Mill and Alexis de Tocqueville&nbsp;<\/em>(Oxford, 1992) ;&nbsp;<em>Liberalism in Nineteenth-Century Europe<\/em>(Palgrave, 2002 );&nbsp;<em>Mind vs. Money: The War Between Intellectuals and Capitalism&nbsp;<\/em>(Transaction, 2010) ;&nbsp;<em>Tocqueville, Democracy, and Religion&nbsp;<\/em>(Oxford, 2015).&nbsp;Il est professeur \u00e0 l&rsquo;universit\u00e9 de Versailles\/St. Quentin depuis 2012, et membre senior de l&rsquo;Institut Universitaire de France depuis 2016.<strong><\/strong><\/p>\n\n\n\n<p><strong>Vincent Valentin, \u00ab&nbsp;Foucault et le n\u00e9olib\u00e9ralisme. Une critique de la critique<\/strong><strong>&nbsp;\u00bb<\/strong><\/p>\n\n\n\n<p>Les pages consacr\u00e9es par Foucault au lib\u00e9ralisme en ont profond\u00e9ment renouvel\u00e9 l&rsquo;\u00e9tude. Son interpr\u00e9tation a \u00e9t\u00e9 largement accept\u00e9e, puis appliqu\u00e9e \u00e0 divers domaines, de nombreux auteurs trouvant en elle la cl\u00e9, non seulement de la doctrine lib\u00e9rale mais aussi de la gouvernementalit\u00e9 contemporaine, voire du rapport au monde dominant les soci\u00e9t\u00e9s contemporaines.<\/p>\n\n\n\n<p>Je voudrais revenir sur ce \u00ab&nbsp;moment Foucault&nbsp;\u00bb, \u00e0 la fois sur les analyses du lib\u00e9ralisme, et sur la grille de compr\u00e9hension du droit et de l&rsquo;\u00c9tat construite \u00e0 partir de leur red\u00e9couverte.<\/p>\n\n\n\n<p>Il semble que trois aspects des \u00e9tudes men\u00e9es par Foucault ou \u00e0 partir de lui m\u00e9ritent en particulier d&rsquo;\u00eatre discut\u00e9s&nbsp;: la d\u00e9finition du n\u00e9olib\u00e9ralisme comme doctrine, la r\u00e9alit\u00e9 des politiques n\u00e9olib\u00e9rales mises en \u0153uvre, l&rsquo;\u00e9valuation de la gouvernementalit\u00e9 contemporaine.<\/p>\n\n\n\n<p>Notre communication serait donc construite en deux temps&nbsp;: d&rsquo;abord une discussion de la d\u00e9finition du (n\u00e9o)lib\u00e9ralisme propos\u00e9e par Foucault et les auteurs qui s&rsquo;inscrivent \u00e0 sa suite&nbsp;; ensuite une discussion des th\u00e8ses foucaldiennes sur la nature de l&rsquo;\u00c9tat et du droit.<\/p>\n\n\n\n<p><strong>Vincent Valentin<\/strong>&nbsp;est Professeur de droit public \u00e0 Sciences-po Rennes. Il \u00e9tudie l&rsquo;histoire du lib\u00e9ralisme et ses configurations contemporaines.
